Introduction
The Jordanian Forum for Economic Development (JFED)
is a podium for economic dialogue launched in 1998.
The Forum organizes discussion groups, conferences,
symposiums and brainstorming sessions to discuss
pressing economic issues and policies. It
contributes to modernizing the understanding of new
economic concerns, through encouraging research and
publishing reports and information on economic
development issues, while conveying the relevant
recommendations to decision makers at the executive
and legislative levels, as well as the business
sector and media.
By building a bridge that links Arab and
international economists, the Forum formulates
modern economic concepts, and strives to keep up
with the international economic environment, as well
as the strategies and policies adopted by different
economic institutions. This also includes enhancing
joint Arab work and regional partnership agreements.
Objectives
Guided by the need to overcome the economic
challenges that face Jordan today, the Forum's goals
are set based on the need to adapt to globalization,
economic liberalization and reform. This would
require the establishment of new economic policies,
improved utilization of productive resources,
development of the competitiveness of the Jordanian
economy, and the reinforcement and motivation of the
progressive elements in all economic sectors.
Accordingly, the goals of the Jordanian Forum for
Economic Development have been determined as
follows:

To encourage
dialogue on economic policies between the
Government, private sector, non-governmental
organizations (NGOs) and academia. This is in
addition to discussing the hot and pressing
issues at the national, regional and
international fronts, particularly those that
affect the Jordanian economy. Moreover, the
Forum contributes to the process of finding
appropriate solutions, through conveying
recommendations to decision-makers in both the
executive and legislative authorities, and to
the business associations and economic media.

Monitoring and
evaluating economic policies, whilst objectively
highlighting both positive and negative aspects,
instead of merely criticizing public policies.
This monitoring and evaluating process would be
based on scientific research and on
brainstorming sessions, where the private sector
and the academia would jointly reach solutions
for economic problems encountered. The private
sector would hereby prove its effective
partnership and it social responsibility towards
societal and economic problems.

Contribute to
raising awareness on important economic
challenges, internationally and regionally, and
opening up on new concepts and latest
developments. This is achieved through
conducting symposiums and workshops, and
utilizing various means of publications for
advocacy. The Forum also attempts to increase
acquaintance with the international economic
environment and adaptation to the ongoing
adjustment plans, whilst enforcing issues of
transparency, accountability and corporate
governance.

Prepare annual
and bi-annual reports that analyze the
performance of the Jordanian economy, and
highlight major economic indicators. JFED also
publishes of the proceedings of its symposiums
and workshops, in addition to its activities and
programs, through quarterly bulletins.

Build an
economic database and ensure its easy access by
decision-makers in all sectors. This would help
them make accurate forecasts and timely
decisions pertaining to their respective
institutions. The Forum also possesses an
economic library which includes different
economic references, books and periodical
publications, in addition to research papers
presented at symposiums and conferences. The
Forum aims at posting these reports and database
on the internet to allow easy access and search
of information.

Cooperate with
similar Arab, regional and international
organizations on formulating appropriate
strategies and work mechanisms to meet the
challenges of globalization, namely, economic
liberalization, privatization, intellectual
property, and Jordanian partnership agreements
with the EU and WTO. Other areas of concern are
promoting joint Arab economic work, and
examining the social impacts of policies of
regional concern, such as structural adjustment,
privatization and globalization.

JFED
Work Mechanism
Achieving the above mentioned goals requires a
specially diverse and multi-faceted work mechanism,
which JFED has adopted since its establishment.

Workshops and
Brain-Storming Sessions: JFED is one of the most
dynamic platforms in Jordan at conducting
workshops and seminars on the most up-to-date
topics. These sessions discuss urgent and vital
economic and controversial issues, in an attempt
to raise awareness and grasp a consensus on
them. The sessions are usually focused on one or
more working papers prepared for this purpose,
while providing an opportunity for the
participants, who are selected from the private,
academic and public sectors, to discuss and
express their opinions on the issues under
question. The meetings ultimately emerge with
conclusions and recommendations, which are then
conveyed to the decision-makers and the press.

Symposiums and
Conferences. JFED has acquired a positive
reputation in conducting symposiums and
conferences on a regular basis. These are
usually organized to discuss major economic
issues, that require the preparation of several
working papers covering numerous and detailed
aspects of one major topic. The duration of
these meetings varies between one full day and
three days.

Publications:
Realizing the significant role of publications
in highlighting economic events and activities,
monitoring plans and policies, advocating for
new approaches, and raising public awareness,
JFED allocates vast efforts in regularly
publishing series of reports, working papers,
newsletters, magazines and bulletins.
JFED Work Team
JFED is managed and administered by the Executive
Director, who coordinates the activities and
projects of the Forum. JFED is run by a team of
Economists, Research Assistants and Technical Aides,
and has an Advisory Board that includes a number of
highly qualified key economic experts.

The Forum’s activities in 2006:
-
The Fifth
Middle East and North Africa Development Forum
(MDF5).
The MDF5 was held in Beirut, Lebanon, on April
6-9, 2006. UJRC participated in this Forum with
a major workshop of two sessions, held on April
7, with the attendance of over 70 participants.
The workshop agenda was commenced by Mr. Hani
Hourani, UJRC Director General, who defined the
Corporate Social Responsibility project;
background, objectives, stages, and
implementation procedures. He stressed the need
to promote CSR culture amongst businesses in the
region and strengthen CSR practices as an
integral part of private sector reforms.
This first session was chaired by Dr. Jawad
Anani, member of the MDF Advisory Board and the
former Deputy Prime Minister of Jordan. Main
speakers were: Dr. May Al-Taher (JFED Executive
Director and CSR Project Coordinator, UJRC), Mr.
Ashraf Shamseldin (securities market/ Egypt),
Dr. Khalil Gebara (Lebanese Transparency
Association/ Lebanon), Dr. Melsa Ararat
(Corporate Governance Forum/ Turkey), and Mr.
Anas El Hasnaoui (Prime Ministry/ Morocco).
There was a large audience of discussants, such
as Dr. Sabri Rbeihat (Minister of Political
Development), Dr. Fouad Shaker (Union of Arab
Banks/ Egypt), Dr. Yusuf Mansur (Envision
Consulting Group/ Jordan), amongst others.
This second session was chaired by Ms. Nadia Al
Saeed (Dead Sea Forum and former Minister of
Telecommunications). Main speakers on this
session were: Mr. Walid Tawil (Chamber of
Industry/ Jordan), Mr. Abdesselam Aboudrar (CDG/
Morocco), Dr. Ibrahim Badran (Philadelphia
University/ Jordan), Mr. Zaid Masri (Umniah
Telecommunications/ Jordan). Discussants
included, amongst others: Ms. Laila Sharaf (MDF
Advisory Board member and MP), Ms. Asma Khader
(MIZAN Group of Human Rights and former
minister), Dr. Samir Mutawi (Jordan News Agency
and former minister), Ms. Nabila Hamza (Tunis),
Ms. Rasheda Al Hamdani (Women National
Committee/ Yemen), Ms. Nermin Nour (Youth
Exporters Association/ Egypt), Mr. Mohammed
Hatamleh (Union Bank/ Jordan), Mr. Amine Herida
(Morocco).
MDF5 participants called upon UJRC to launch the
initiative to set up national and regional
forums on CSR, in addition to establishing a
regional coalition amongst different sectors and
stakeholders to define and spread CSR best
practices.

The Third
Regional Workshop on Corporate Social
Responsibility.
This was held on March 22-23, 2006, at the
Meridien Hotel in Amman, Jordan. Speakers on the
first session were Mr. Hani Hourani and Dr. May
Al-Taher, who gave a presentation on the status
of CSR in Jordan. Mr. Ashraf Shamseldin spoke on
CSR practices in Egypt, and Mr. Abdesselam
Aboudrar and Mr. Anas El Hasnaoui presented the
Moroccan experience on CSR. Amongst the
discussants were Ms. Salwa Kheiry from Jordan
Environment Society, and a couple of
representatives from the Department of Companies
Control, Jordan Securities Commission, Workers
Unions, and the banking sector. Each gave the
scope of CSR implemented in their respective
field of work. Participants agreed on the need
to promote legislations on CSR incentives, and
to establish CSR networks and coalitions.

The Second
Regional Workshop on Corporate Social
Responsibility.
This was held on February 21-22, 2006, in
Istanbul, Turkey. The meeting was attended by
the regional consultants on CSR who are working
on the country case studies: Mr. Ashraf
Shamseldin; capital market adviser, Egypt, Mr.
Abdesselam Aboudrar and Mr. Anas El Hasnaoui;
Morocco, Mr. Hani Hourani and Dr. May Al-Taher;
UJRC, Jordan, and Dr. Melsa Ararat, Turkey.
There were a number of invited speakers who gave
presentations on Turkey’s experience in CSR
practices, namely, Mr. Gerd Leeurs; GTZ, Ms.
Engin Güvenç; Business Council for Sustainable
Development; Ms. Filiz Bikmen; Third Sector
Foundation, and Ms. Serap Yetiş; Arkas Holding
Company.

The
Forum’s activities in 2005:
-
First Regional
Workshop on Corporate Social Responsibility.
This was held on December 3, 2005, in Rabat,
Morocco. The meeting was attended by: Mr.
Abdesselam Aboudrar; CDG Group, Morocco, Mr.
Anas Hasnaoui; Morocco Prime Ministry, Dr. Melsa
Ararat; Director of Corporate Governance Forum
of Turkey, Marie-Louise Graf; Lebanese
Transparency Association, Hani Hourani; UJRC
Director General and CSR project manager, and
Dr. Alexander Zalameh; President of Dubai Ethics
Resource Center in UAE. It was agreed to widen
the scope of the country case studies on CSR
practices to include Jordan, Lebanon, Morocco,
Turkey, UAE, Palestine, and Egypt. It was agreed
that Egypt’s case study be postponed for
discussion in an upcoming workshop. It was also
agreed to update the action plan to determine
steps to be taken before holding the 5th MENA
Development Forum.

First Regional
Expert Meeting on the initiative: “Strengthening
Corporate Social Responsibility in the
Businesses of the MENA Region”.
This was held at the Meridien Hotel in Amman, on
June 28, 2005, with the participation of experts
representing 6 countries in the region. UJRC
officially launched the new initiative on
Strengthening CSR in the Businesses of the MENA
region, within the framework of the Fifth MENA
Development Forum on Reforms for Development.
The project comprises of preparing country case
studies on CSR practices. The expert meeting
introduced background papers on the CSR concept,
while stressing corporate citizenship and
business ethics in the private sector. Keynote
speakers were: Mr. Thabet Al Taher; Director
General of Abdel Hamid Shuman Foundation, Dr.
Khalil Elian, Mr. Mifleh Aqel; head of Jordanian
Banks Association, Mr. Hani Hourani; UJRC, Dr.
Yusuf Mansur; EJADA, Ms. Raghda Butros; Aramex,
and Mr. Fawaz Sha’lan; the Jordanian Resources.
Amongst the regional participants were: Dr.
Melsa Ararat, Dr. Alexander Zalameh, Mr.
Abdesselam Aboudrar, Mr. Anas El Hasnaoui, and
Dr. Khalil Gebara, Lebanese Transparency
Association.

A workshop on:
The Jordanian Forum for Corporate Governance.
This workshop was held in the Radisson SAS in
Amman, on February 22, 2005. Speakers at the
opening ceremony were Dr. Ahmad Al Hindawi,
Minister of Trade and Industry, Mr. Hani
Hourani, UJRC Director General, Mr. Talal Abu
Hassan, representative of Center for
International Private Enterprise (CIPE), and Mr.
Bassam Asfour, commissioner of Jordan Securities
Commission. Several papers were delivered at
this workshop, as follows: “Presenting the World
Bank study on Corporate Governance in Jordan”,
by Dr. Omar Al Jazi, “Comments on the Survey on
Executive Directors of Public Shareholding
Companies on Corporate Governance” by Mr.
Mohammad Hatamleh, “The Mechanism of choosing
representatives of the Jordanian Investment
Association for Board of Directors of Public

Forum’s activities in 2004:

A Workshop on:
The Informal Sector in Jordan: an insight on the
informal sector in the Northern region.
This workshop was held in Irbid Municipality
hall on July 28, 2004. The opening session
included speeches by Mr. Walid Al Masri, Mayor
of Greater Irbid, Mr. Maher Al Nasser, head of
Irbid Chamber of Industry, Mr. Mohammed Al
Shouha, head of Irbid Chamber of Trade, and Mr.
Hani Hourani, UJRC Director General. The working
papers were presented by: Dr. Ismail Abu
Al-Sundos on the qualities of the informal
sector in Jordan, Mr. Nasser Kamel on the
informal sector in the North, Mr. Hamza Anaqrah
on street vendors and peddlers in Irbid city.

A Workshop on:
The Informal Sector in Jordan: characteristics
of the informal sector in the mid-region.
This workshop was held in Zarqa Municipality
hall on July 19th, 2006. Speakers at the opening
ceremony were Eng. Ra’fat Majali, Mayor of
Zarqa, and Mr. Hani Hourani, Director General of
UJRC. A couple of papers were delivered: “The
Status of the Informal Sector in Jordan” by Mr.
Hussein Abu Rumman, “Features of the Informal
Sector in the mid-region”, by Mr. Nasser Kamel,
“Street Vendors and Peddlers in Zarqa city”, by
Mr. Hassan Saeed, the head of Investment at
Zarqa Municipality. This was followed by a Round
Table discussion that was chaired by Eng.
Hussein Kamel, the head of Zarqa Chamber of
Industry.

A Workshop on:
The informal Sector and Sustainable Development:
an insight on the Southern region.
This workshop was held with the cooperation of
Petra region Authority and the Arab Society for
Culture and Civilization (Bait Al-Anbat) at Edom
Hotel in Wadi Mousa/ Petra, on June 28, 2004.
Eng. Shehadeh Abu Hadeeb, Director General of
Petra region, Mr. Ziad Twaisy, head of Al-Anbat
Society, and Mr. Hani Hourani, UJRC Director
General spoke at the opening session. The
following working papers were presented at the
workshop: “An Overview of the Results of the
UJRC Survey on the Informal Sector”, by Mr.
Hussein Abu Rumman, “Characteristics of the
Informal Sector in the Southern Region”, by Mr.
Nasser Kamel, and “The Informal Sector and
Ssustainable Development”, by Mr. Hani Hourani.
The workshop was concluded with a Round Table
session to discuss appropriate policies for the
informal sector and to draw the workshop
recommendations.

Workshop on:
The Informal Sector and Statistics
This workshop was held on December 15, 2003, at
the conference room of UJRC. Dr. Hussein
Shakhatreh, Director General of the Department
of Statistics, presented the main paper, where
he clarified the status of the informal sector
in Jordan within sectoral statistics, and
discussed future perceptions of this sector.

Workshop on:
The Informal Sector in Jordan: Construction
workers in residential buildings
This workshop was held in October 28, 2003, at
UJRC conference room. Mr. Ali Al Ghazawi,
Director General of Development and Employment
Fund, presented the main paper, focusing on a
case study on workers in the construction
sector, while examining ways of organizing this
sector and discussing the advantages of
substituting foreign labour with local workers.

Workshop on:
The Informal Sector in Jordan, a general
overview
This workshop was held on September 20, 2003, at
UJRC conference room. The main paper was
presented by Mr. Mohammad Saeed Hamami, Director
General of the Jordanian Loan Guarantee
Corporation, where he stressed the significance
of the informal sector, while illustrating the
features of this sector, its sustaining bodies,
and the problems it encounters.

Dialogue
Session: The Jordanian dialogue group on
evaluating the status of Corporate Governance in
Jordan.
This meeting was organized in Radisson SAS hotel
in Amman on July 8, 2003, with the participation
of 29 persons representing the Central Bank of
Jordan, Jordanian Securities Commission,
commercial banks, Jordanian universities, and
the government. Three working papers were
presented by: Mr. Bassam Asfour on behalf of Dr.
Bassam Saket, head of Jordanian Securities
Commission, Mr. Jalil Tareef, Executive Director
of Amman Stock Market, and Mr. Naim Khouri,
partner in Saba and Associates.

Workshop:
Entrepreneurship and Young Entrepreneurs in
Jordan:
This workshop was held on August 20, 2002. The
workshop aimed at looking at local experiences
of enterprises, relevant legislations and
regulations, and challenges and problems faced
by entrepreneurs. Dr. Ibrahim Badran, Vice
President of Philadelphia University and former
Secretary General of the Ministry of
Agriculture, presented the main paper, in
addition to Mr. Laith Al-Qassem, President of
the Young Entrepreneur Association (YEA), who
prepared a paper on the Jordanian experience.

Workshop: The
FTA with USA...Opportunities and Challenges:
This workshop was held on August 12th, 2002. Mr.
Fawwaz Al-Sha'lan, former President of the
Jordanian American Business Association (JABA)
presented the main paper. This workshop aimed at
highlighting the impediments that prevent
Jordanian industrial products from reaching the
US market, and whether these impediments were of
a Jordanian nature, while proposing solutions to
overcome these impediments.

Trends and challenges in information and
telecommunications technology:
This workshop was held on July 3, 2002, at the
Radisson SAS hotel in Amman. The main working
paper was presented by Professor Mohammad
Obeidat, an international expert in Information
and Communications Technology. Chairperson: Dr.
Adnan Badran, Philadelphia University.

Informal Sector in the Jordanian economy:
This workshop was held on May 21, 2002. The main
working paper was presented by Dr. Khalil Elian
from Amman Arab University, and was commented
upon by Dr. Hussein Shakhatreh, Director General
of the Department of Statistics. Chairperson:

for Human Resources Development.

Workshop:
Applying Good Governance in Shareholding
Companies:
This workshop was held on May 7, 2002, at the
Bristol Hotel in Amman. The main working paper
was presented by Mr. Jalil Tareef, Amman Stock
Exchange, and was commented upon by Mr. Naim
Khoury, Saba & Associates. Chairperson: Dr.
Yusuf Mansur, Euro-Jordanian action for the
development of enterprise (EJADA).

Optimal Use of
Privatization Revenues in Jordan:
This workshop was held at Marmara Hotel on
November 13, 2001. The main working paper was
presented by Dr. Yusuf Mansur (EJADA), and
commented upon by Dr. Montaser Oklah, UNDP
Assistant Resident Representative and Programme
Director, UNDP. Chairperson: Dr. Ibrahim Badran,
Philadelphia University.

What After the
Economic Reform Program?:
This debate session was held at Marmara Hotel on
October 24, 2001. The main discussion was
introduced by Dr. Mohammad Saeed Nabulsi, former
governor of the Central Bank and head of the
Board of Directors of Trust Investment Company.
Mohammad Hatamleh, presented a paper on impacts
of economic reforms on the Jordanian economy.
Chairperson: Dr. Haitham Hourani, JFED executive
director.

Financing Micro
Enterprises: a national duty:
This workshop was held at Marmara Hotel on
August 12, 2001. A number of working papers were
presented, among which those of: Marzuq Al
Hadid, director general of the Development and
Employment Fund, Mohammad Said Hamami, director
general of the Jordanian Loan Guarantee
Corporation, and Mazen Shaker, Industrial
Development Bank. Chairperson: Reem Badran,
director general of the Jordan Investment Board.

Public Finance
in Light of the Liberalization of Trade: A
Future Outlook:
This session was held on June 25, 2001, at
Marmara Hotel. The main paper presented was by
Dr. Mohammad Abu Hamour, secretary general of
the Ministry of Finance, and was commented upon
by: Mr. Haidar Murad, head of the Jordanian
Association of Chambers of Commerce, Dr.
Mohammad Smadi, head of the Board of Directors
at the Jordanian National Waterlines Company,
and Mohammad Hatamleh.

Competitiveness
and Successful Experiments in Penetrating Global
Markets:
This workshop was held at Marmara Hotel on April
26, 2001. Nisreen Barakat, director of the
Competitiveness Unit at the Ministry of
Planning, presented the main paper, which was
commented upon by Dr. Yusuf Mansur and Eng. Omar
Abu Washah, deputy director of Petra Engineering
Company. Session chairperson: Dr. Bashir Zo’bi,
economic advisor at the Prime Ministry.

The New
Economy: Five Dimensions of the Concept:
This workshop was held at Marmara Hotel on March
26, 2001. The workshop included a main working
paper by Dr. Michael Erika, senior economic
researcher at the International Politics
Analysis Unit of Friedrich Ebert Foundation. The
paper was commented upon by Dr. Yusuf Mansur,
EJADA, and Laith Al Qassem, general manager of
the Jordanian Technology Group, in addition to
the chairperson of the session, Dr. Ziad Fariz,
executive director of the Arab Banking
Corporation.

Activities 1999-2000:

Privatizing the
Media Sector in Jordan:
This meeting was held at the Marriot Hotel on
October 25, 2000, and was chaired by Dr. Ibrahim
Badran, Philadelphia University. Dr. Taleb
Rifai, Minister of Media, presented the main
working paper. Participants who discussed this
paper included key economists, academia, and
media specialists, such as Dr. Munther Al Masri,
Dr. Abdullah Nsour, Mr. Saqer Abdel Fattah, Dr.
Adel Qudah, and Dr. Tayseer Abu Arjah.
The aim of this meeting was to discuss the media
sector in Jordan, and its future outlook in
light of the government's directives to
privatize it, as well as the impact of this
process on the freedom of expression and
publication, on local and foreign investments,
and on the media workforce.

Industrial
Exports and the Role of the Free Trade Agreement
in Promoting Them:
This discussion group, headed by Mr. Othman
Bdeir, head of the Amman Chamber of Industry,
met on July 31, 2000 at Amman Chamber of
Industry. Dr. Samir Umeish presented the main
working paper. Participants in this meeting were
Dr. Abdel Halim Abdeen, Mr. Ali Obeidat, Mr.
Maher Al Nasser, and Mr. Ahmad Smadi.
The purpose of this meeting was to identify the
conditions and benefits of the Qualifying
Industrial Zones and the Free Trade Agreement
with the USA, which provided an opportunity for
Jordanian exports to penetrate the US market
without restrictions on quantity or customs. The
meeting discussed competitiveness, quality
standards and requirements of the US market, in
addition to shipment and export technicalities.

The
Transparency of Statistical Data in Serving the
Private Sector and Economic Decision Makers:
This discussion group was held on July 25, 2000
at Amman Chamber of Industry. Dr. Hussein
Shakhatreh presented the main working paper,
with Dr. Fahd Al Fanek heading the meeting.
Participants in the discussion of this paper
were Mr. Mohammad Rawashdeh, Mr. Yaser Abu
Hamour, Mr. Mohammad Khasawneh, Dr. Mohammad
Abdel Hadi, Mr. Samir Ghawi, Mr. Walid Samhouri
and Mr. Tayseer Smadi.
This discussion group had met to highlight the
strategic role of statistical data in economic
development, and to discuss the new directives
of the Department of Public Statistics in
adopting transparency and speed in the supply of
information, thus helping both the private and
the public sectors in their planning strategies
and decision making.

The
Agricultural Sector and the Challenges of
Reviving Agricultural Exports:
This discussion group was held on March 27, 2000
at the Export Development Organization. Dr.
Salem Al Louzi presented the main working paper,
while Dr. Haitham Hourani headed the meeting.
Participants commenting on this working paper
included Mr. Hasan Nabulsi, Dr. Samir Habab, and
Mr. Akef Al-Zoubi. The purpose of this meeting
was to formulate the necessary recommendations
to develop agricultural production and to
enhance exports of these products, in light of
Jordan's commitment to liberalize its markets
and abolish all restrictions and customs on
imported agricultural products within a
predetermined time frame.

The Jordanian
Economy within the framework of the Jordanian –
European Partnership Agreement
This one-day Symposium was held on February 15,

The symposium shed the light on the
Jordanian-European partnership agreement in
general, and discussed its impact on the
industrial and agricultural sectors, and on
foreign investment. Discussions also included
the preventive measures and precautions that are
stipulated in this agreement.

A Report on the
State of the Jordanian Economy is issued
biannually. The first report covers the
performance of the Jordanian Economy during the
first half of the year, while the second report
covers the whole year. Both reports include a
summary of the key economic developments, and a
chronology of economic events and legislations
during the period covered. Reports also contain
an overview of the performance of the economy
through examining macro indicators, such as the
Gross Domestic Product (GDP), foreign trade,
balance of payments, public finance, the banking
sector, labour, unemployment…etc.

The Economic
Policy Dialogue Newsletter highlights the most
important economic developments and sheds light
on hot outstanding issues of discussion during
the period preceding the newsletter. Moreover,
the newsletter regularly acquaints its readers
with the Forum’s activities and programs.

Policy Dialogue Series is a series of books,
reports, and pamphlets comprising the working
papers, discussions, and recommendations
generated by the Forum’s Discussion Groups and
Workshops.
Every once in a while, the Forum publishes
studies and research papers that are prepared by

publishing the proceedings of the conferences
